Verse 21 in particular: &quot;But select capable men from all the people—men who fear God, trustworthy men who hate dishonest gain—and appoint them as officials over thousands, hundreds, fifties and tens.&quot; Seems like this concept has been around for a long, long time. I wonder why we struggle so much to do it?</description>
